The Virginia Graeme Baker Pool & Spa Safety Act (VGBSSA) was named after the daughter of James and Nancy Baker and the granddaughter of former Secretary of
State James Baker III. Graeme Baker died in a tragic incident in June 2002 after the suction from a spa drain entrapped her under the water. This Act was first
introduced by Rep. Debbie Wasserman-Schultz (FL) and was supported by the
Baker family and Safe Kids Worldwide.
The Virginia Graeme Baker Pool and Spa Safety Act (Act) promotes the safe use of
pools, spas and hot tubs by imposing mandatory federal requirements for suction
entrapment avoidance and by establishing a voluntary grant program for states with
laws that meet certain minimum requirements as outlined in the Act. Effective
December 20, 2007, the Act is being administered by the U.S. Consumer Product
Safety Commission (CPSC).

The Virginia Graeme Baker act, Sec.4 (b) states “Effective 1 year after the date of enactment of this Act, each swimming pool or spa drain cover manufactured, distributed, or entered into commerce in the United States shall conform to the entrapment protection standards of the ASME/ ANSI A112.19.8 performance standard, or any successor standard regulating such swimming pool or drain cover”.
All Bullfrog Spas built prior to December 19, 2008 are fully compliant with all safety standards that were in effect under the UL-1563, Standard for Electric Spas, Equipment Assemblies, and associated Equipment, as required by OSHA (Occupational Safety and Health Administration), and can be sold. All Bullfrog Spas are built and safety certified under the control and audit of TUV America, a Nationally Recognized Testing Laboratory, authorized by OSHA.
All Bullfrog Spas built for the US and Canadian market after December 19, 2008 and entered into commerce are fully compliant with the Virginia Graeme Baker Act. Bullfrog Spas is also fully compliant with the Suction Standard ASME A112.19.8 2007, APSP-7 Suction standard, UL 1563, and International EN 60335-1-60. We have additionally upgraded the suction system with a Suction Limiting Vent System to provide a level of protection beyond the minimum safety requirements of the Virginia Graeme Baker Act.
All Bullfrog Spas covers meet the ASTM 1346-91 standard also required by the Virginia Graeme Baker act for security.
